WARREN, Mich. – Michigan residents who receive a letter from the Federal Emergency Management Agency (FEMA) saying they do not qualify for disaster assistance have the right to appeal.
An applicant has 60 days from the date of the determination letter to appeal the FEMA decision.
“Sometimes the letter only means that FEMA needs more information,” said Michigan State Police Capt. Chris A. Kelenske, State Coordinating Officer and Deputy State Director of Emergency Management and Homeland Security. “Applicants should read the entire letter for clarification.”
Common reasons why applicants may be told they are not eligible for assistance include:
· Applicant has insurance to cover the loss;
· Occupancy or ownership of the property is not verified;
· Additional documentation requested by FEMA has not been provided; or
· A duplicate filing was submitted for the household.
“To file an appeal, applicants should write a letter explaining why they believe the decision is not correct,” said Federal Coordinating Officer Dolph A. Diemont. “The letter should include any documents supporting the claim, such as contractors’ estimates.”
The letter should include:
· FEMA disaster number (DR-4195-MI);
· Applicant’s nine-digit FEMA registration number;
· Last four digits of the applicant’s Social Security number; and
· Applicant’s name and registration number on all pages of the letter.

미시간 홍수 재난 지원거부 항소 가능
[워렌=마이코리안] 김택용 기자 = 지난 7월에 미시간에 있었던 홍수 피해자들 가운데 보험사로부터 피해보상을 받을 수 없는 사람들을 위한 후속조치가 이루어 지고 있다.
홍수 재난 특별 지원정책을 펼치고 있는 Federal Emergency Management Agency (FEMA)로 부터 재난지원 부적격자로 분류가 되었다면 편지를 받은 날짜로 부터 60일안에 항소할 수 있다.
연방 비상 관리기구 (FEMA)의 크리스 A. Kelenske, 국가 총괄 책임자 및 비상 관리 및 국토 안보부의 부국장은 구비서류가 부족해서 거부했을 수가 있기때문에 편지 내용을 잘 검토할 것을 당부하고 있다.
재난지원 대상에서 제외된 이유는 다음과 같다.
(1) 보험사로부터 보상을 받을 수 있는 경우
(2) 피해 시설에 대한 소유권과 Occupancy 여부가 확인되지 않은 경우
(3) FEMA가 요구한 구비서류가 갖추어지지 않았을 경우
(4) 가구당 이중으로 신청되었을 경우
항소 신청은 ‘거부된 이유가 타당하지 않다는 사유를 기술한 편지’를 발송하면 된다. 편지를 보낼때 필요한 구비서류가 있다면 동봉해도 된다.
항소 서안은 다음의 내용을 포함해야 한다.
· FEMA 재해 번호 (DR-4195-MI)
· 신청자의 아홉 자리 FEMA 등록 번호
· 신청자의 소셜 시큐리티 번호의 마지막 네 자리 숫자
· 편지의 모든 페이지에 신청자의 이름과 등록 번호 기입
추가 정보는 FEMA 재해 지원을 등록 할 때 신청자에게 우편으로 발송 “재해 후 도움” 책자를 참조하면 된다.
